Development Grants for Using Vacant Buildings

Allocates $30 million from the affordable housing and home ownership cash fund to the housing development grant fund for the funding of rental assistance and tenancy support programs related to the rental, acquisition, or renovation of underutilized hotels, underutilized motels, and other underutilized properties, and the awarding of grants and loans for the rental, acquisition, or renovation of underutilized hotels, underutilized motels, and other underutilized properties. The act also transfers $15 million from the general fund to the affordable housing and home ownership cash fund.

Emergency Rental Assistance

Over $600 million to tenants who have been unable to pay rent due to financial hardship caused by COVID-19. The Colorado Emergency Rental Assistance Program (ERAP) can help cover rent as far back as April 2020. Help can include past due, current, and two additional months of rent up to a maximum of 15 months of assistance.

Innovative Affordable Housing Strategies Incentive Program

HB21-1271 creates three new programs and allocates over $30 million for the purpose of offering grant money and other forms of state assistance to local governments to promote innovative solutions to the development of affordable housing across the state. DOLA’s Division of Local Government (DLG), Community Development Office (CDO) will administer two of the new programs, the Affordable Housing Development Incentives Grant Program and the Planning Grant Program. DOLA’s Division of Housing (DOH) will administer the Affordable Housing Guided Toolkit and Local Officials Guide Program (Affordable Housing Toolkit Program).

Home Ownership Assistance Fund

The Homeownership Assistance Fund (HAF) through HR1319: American Rescue Plan Act (ARPA) is providing Colorado $175,080,858 to address homeownership needs throughout Colorado. The purpose of the Homeowner Assistance Fund (HAF) is to prevent mortgage delinquencies and defaults, foreclosures, loss of utilities or home energy services, and displacement of homeowners experiencing financial hardship after January 21, 2020. Funds from the HAF may be used for assistance with mortgage payments, homeowner’s insurance, utility payments, and other specified purposes. The law prioritizes funds for homeowners who have experienced the greatest hardships, leveraging local and national income indicators to maximize the impact.
